As Central Florida continues to experience rapid population growth, Osceola County is taking proactive steps to address its most pressing transportation challenges. County leaders are poised to approve a significant agreement with Kimley-Horn and Associates Inc. a renowned planning and engineering firm with an impressive track record in the region.
The proposed contract, not to exceed $5 million would run through September 30, 2030 and marks an important milestone in the county’s efforts to enhance mobility for its residents. This partnership comes as many in the community express growing concerns about traffic congestion and the need for better transportation alternatives.
Kimley-Horn’s proven expertise in Central Florida
The engineering firm brings substantial experience to the table, having already made significant contributions to Central Florida’s transportation landscape. Kimley-Horn played a key role in developing LYNX’s Transit Development Plan which outlines crucial improvements for the region’s bus services. Additionally, the company conducted a comprehensive study focused on widening a 17-mile section of Florida’s Turnpike in Broward County to alleviate traffic congestion.
Perhaps most notably, Kimley-Horn designed the Sunshine Corridor an ambitious proposal to extend the SunRail system to major destinations including Orlando International Airport the Orange County Convention Center and the International Drive resort areas. This experience positions the firm as a valuable partner in addressing Osceola County’s transportation needs.
Comprehensive services to support countywide projects
Under the proposed agreement, Kimley-Horn would provide a range of Project Development and Environment (PD&E) and Efficient Transportation Decision Making (ETDM) support services. These would include essential tasks such as research, field reviews, studies, surveys, and the design of transportation management plans. The county would access these services on an as-needed basis, allowing for flexible implementation of projects across the county.
The contract structure, known as a Continuing Services agreement, follows the Florida Department of Transportation’s standard professional services framework. This approach ensures that the county can efficiently address transportation challenges as they arise, with the expertise of a firm that understands the unique dynamics of Central Florida’s growth.

At the same time, there’s growing enthusiasm for expanded transit options. Chewning expressed her eagerness to try the light rail system, stating, “I’ve been wanting to try the light rail. However, I just haven’t gotten a chance to. I think that’s a huge solution. More trains, please.” Her comments highlight the community’s desire for accessible and efficient transportation solutions.
